Writing for The Washington Institute, Neri Zilber describes the evolution of a force that constitutes the Palestinian Authority’s “gendarmerie, police, intelligence and civil defense services.” Formed in 1994, he writes, it has “played a crucial role… in every subsequent chapter of Israeli and Palestinian life.” Zilber was a fellow of the institute in Israel in 2011-2013.
